One of the most well-known lists of fugitives is kept by Forbes magazine, completed after "consultation with U.S. and international law enforcement agencies." Last year Forbes identified Mexican drug lord Joaquin Guzman Loera, alias "El Chapo," as the second most wanted man after bin Laden.
In 2011 Guzman also made Forbes list of the world's top billionaires, for the third year running, appearing at number 1140 with an estimated fortune of $1 billion.
The FBI's list of ten most wanted fugitives, which only includes criminals indicted by a U.S. federal grand jury, does not include Guzman.
